*Job Title: Finance Officer/Treasurer*
Reports to: Village President
FLSA Status: Exempt
*POSITION SUMMARY.
*To plan, manage and oversee the activities and operations of the Village finances including accounting operations, treasury/cash management, investments, utility billing and collections, payroll, operation of yearly audit.
Perform related work as directed.
*ESSENTIAL DUTIES AND RESPONSIBILITIES *include the following.
Other duties may be assigned.
* Gather and maintain Village’s financial data * Produce and report financial reports *Make presentations to Village Council in a clear and concise manner * Enforce accounting oversight by abiding to GAAP principles *Oversee compliance training * Work side-by-side with Village President on large financial projects such as bond proposals and external audits *Aid department’s directors with cost estimates and revenue projections * Oversee payable process *Oversee Cash Receipt process * Invest and transfer funds to maximize return.
*Prepare tax rate calculations.
* Reconcile bank statements on a monthly basis.
*Coordinate, gather data and oversee annual audit.
* Oversee payroll systems.
* Prepare various state and federal compliance filings.
* Prepare invoices and record receipts of miscellaneous receivables due Village.
*Record acquisitions, deletions, and depreciation for Village’s capital assets.
* Assist and prepare annual budget with Village President and Budget Committee.
*QUALIFICATIONS.
*To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

*KNOWLEDGE/SKILLS/ABILITIES.
*Have knowledge of principles and practices of accounting, financial planning, investment planning, budgeting and computerized data information systems.
Must be able to plan, organize, direct, and coordinate duties.
Prepare and present clear and concise financial reports pertaining to governmental financial activities.
Interpret, apply, and explain and enforce applicable laws, codes, regulations, policies and procedures.
Ability to analyze and solve problems.
Ability to work effectively with the public, vendors, consultants and fellow employees, and elected officials.
Ability to apply sound administrative and fiscal practices.
Ability to develop manual and computerized financial systems.
*EDUCATION and/or EXPERIENCE.
*Bachelor’s Degree from an accredited college or university with major in accounting.
Three years’ experience performing responsible financial management, accounting, or related field.
